Who is eligible to buy an EC?

Eligible buyers must typically be Singapore Citizens forming a family nucleus under HDB rules. Income ceilings and other eligibility conditions also apply.

What is the income ceiling for EC buyers?

Currently, the monthly household income ceiling for Executive Condominiums is S$16,000.

Can PRs buy an EC?

Permanent Residents (PRs) cannot buy a new EC directly from developers unless purchasing jointly with a Singapore Citizen under eligible schemes.

Can foreigners buy ECs?

Foreigners are not allowed to purchase new EC units. However, they may buy fully privatized ECs in the resale market after 10 years.

EC Financing Questions

Can CPF be used to buy an EC?

Yes. Buyers can use CPF Ordinary Account savings for downpayment, monthly instalments, and related housing expenses, subject to CPF rules.

Are there grants available for EC buyers?

Eligible first-time buyers may qualify for CPF Housing Grants of up to S$30,000 when purchasing a new EC.

What is the minimum downpayment for an EC?

The minimum downpayment depends on the loan type. For bank loans, buyers typically need at least 5% cash and another 20% using CPF or cash.

Can buyers take HDB loans for ECs?

No. Buyers of new ECs must take bank loans instead of HDB loans.

EC Ownership & Restrictions

What is the MOP for EC?

Executive Condominiums have a Minimum Occupation Period (MOP) of 5 years before owners can sell the property on the open market for the moving projects. Land bidded or sold via Government Land Sales (GLS) after 8 May 2026 will be subjected to 10 years MOP instead.

Can EC owners rent out their units?

EC owners cannot rent out the entire unit during the 5-year MOP. However, partial room rental may be allowed subject to HDB regulations.

Can EC owners own another property?

Buyers must generally dispose of existing private property within the required timeline when purchasing a new EC.
